NioCorp Signs Non-Binding MOU With Lockheed Martin for Potential Scandium Supply

NioCorp Developments signed a non-binding memorandum of understanding with Lockheed Martin for the potential supply of up to 15 tonnes of scandium oxide annually over 10 years. The proposed supply arrangement builds on an existing Pentagon-funded collaboration to develop scandium-based aluminum alloys for defense applications. NioCorp plans to produce approximately 100 tonnes of scandium oxide annually from its Elk Creek Critical Minerals Project once financing and construction are completed, meaning the proposed Lockheed Martin purchase would represent roughly 15% of that planned capacity. The MOU supports NioCorp's strategy of building a domestic scandium-to-defense supply chain in the U.S., though a definitive commercial contract has not yet been finalized and remains dependent on project development.

Sprott Rare Earth ETF Struggles Despite Policy Tailwinds

The Sprott Rare Earth ETF, which launched in 2026 to bypass China's dominance in rare earth processing, has fallen sharply even as Western governments pour billions into domestic supply chains. REXC's net asset value dropped significantly over a recent one-month period, with top holdings like MP Materials down 21% in a month and 33% over one year to roughly $43, while USA Rare Earth fell 29% in a single month to $14 despite closing a $1.5 billion PIPE financing. MP Materials itself benefits from a Department of Defense-backed $110 per kilogram neodymium-praseodymium price floor that generated $42.3 million in price protection income in the first quarter, yet the stock trades well below year-ago levels. NioCorp Developments, another holding, trades around $4, down 60% over five years, even after receiving up to $10 million in DoD reimbursement awards. The fund's concentrated, pre-revenue exposure means permitting and execution risks have overwhelmed the policy support, leaving REXC as a 2% to 5% tactical sleeve for patient investors rather than a core holding.

NioCorp Stock Soars on CEO's Hint of Imminent Critical Mineral Trade Deals

NioCorp Developments stock jumped 12% at the open and remained 10.7% higher after CEO Mark Smith said on CNBC that trade agreements on critical minerals with Japan, the EU, and Mexico could be announced 'literally any day.' The 180-day deadline set by President Trump's Section 232 proclamation to reduce reliance on China for processed critical minerals has ended, and Smith noted that any resulting price floor would enhance financing and returns for the company's Elk Creek Project. NioCorp is assessing the production of magnetic rare-earth elements from that project.

B. Riley Initiates NioCorp Developments With Buy Rating and $12 Price Target

B. Riley Securities initiated coverage of NioCorp Developments with a Buy rating and a $12 price target, highlighting the Elk Creek Critical Minerals Project in Nebraska as one of the more advanced and lower-risk critical minerals development projects in the United States. Separately, NioCorp's Chairman and CEO Mark A. Smith published an opinion piece on FoxNews.com arguing that China's heavy rare earth export controls reflect a long-term strategic policy that could cause prolonged U.S. shortages until domestic production is established. Smith stressed the importance of heavy rare earths like dysprosium and terbium for permanent magnets used in defense, aerospace, and electric vehicles, and noted that expanding domestic mine-to-manufacturer capabilities is essential to reducing foreign reliance.

Jim Cramer Recommends MP Materials Over NioCorp

Jim Cramer recommended MP Materials over NioCorp Developments during a lightning round on Squawk on the Street. When a caller asked about NioCorp, Cramer called it too speculative and said he prefers MP Materials, citing government backing. He noted NioCorp's stock is up 432% for the year and questioned whether investors are early in such a situation. Cramer also referenced antimony's 532% rise and a bid for an Australian rare earth company as reminiscent of the 2000-era merger trend.
